If running a POSIX machine, create libchacha8.so:
  - in Makefile uncomment one of the CFLAGS
  - run make
  - if current dir is not in LD_LIBRARY_PATH, set appropriately
       or DYLD_LIBRARY_PATH  if darwin
          SHLIB_PATH         if HP-UX
          LD_LIBRARY_PATH_32 if 32-bit Solaris
          LD_LIBRARY_PATH_64 if 64-bit Solaris

If running Windows, create a DLL:
  - See NOTES in win32 subdir, or use the prebuilt DLL.

Run python pyEstream.py
