This monument marks the border of Uruguay and Brazil. The border runs through the Uruguayan city of Rivera and the Brazilian city of Santana do Livramento. It is an open border (immigration is further down the road out of town), so you can walk from country to country unchecked. The culture of the "frontera" is influenced by both countries and residents speak Spanish and Portugese or a mixture of the two.
